Evaluating New Technologies

In this forward-looking volume the invited authors argue that the world must critically assess the potential pitfalls of new technologies in advance. Many of the developments in modern technology are complex, risky, and, to begin with, cloaked in uncertainty. How should we deal with such developments – that may not only have positive effects (such as an increase of our well-being or an improved ability to control and cure diseases) but also negative effects for human beings and the environment (such as global warming or the medicalisation of human beings)? The fact that technological ‘progress’ often occurs under conditions of uncertainty makes the issue even more pressing. Frequently, we are completely devoid of information concerning the applications of new technologies and what their impact will be on human beings and the environment. History has shown that taking a retrospective perspective by passively awaiting the practical consequences of new technologies is both dangerous and inappropriate, as often damage will already have occurred. The genie is well and truly out of the bottle and those who once had control over the new processes no longer have that power, as the science will have a momentum of its own, unheeding of belated attempts to stop it or slow it down. What is more, technology is often ‘logically malleable’, with far wider applications than even we can anticipate. Thus, say editors Sollie and Duwell, an anticipatory attitude is required towards dealing with new technology. This book addresses methodological issues with regard to the ethical evaluation of new and emerging technology. It focuses specifically on the concept of uncertainty that, unlike the notion of risk, is greatly undervalued in the field of ethics. It is a must-read for anyone involved in (ethical) technology assessment: philosophers, those involved in science and technology studies, and policy-makers alike.

Advances in genetics research, largely, though not entirely, spawned by the Human Genome Project, have led to a broad array of new technologies that promise to revolutionize life as we have known it. Medicine and agriculture are already starting to utilize new technologies to greatly improve disease prevention and treatment and food production. Yet, these “improvements” often raise ethical questions that are not easy to untangle. Some have gone as far to as to argue that certain applications, such as embryonic stem cell research, threaten the very fiber of our moral compass. While the application of scientific advances to better mankind has always raised thorny ethical issues, the ethical impact of genetic advances arguably reaches a new height because the applicability of advances is exceptionally broad, deep, and potentially irreversible. Here, Barash sheds light on the actual ethical concerns surrounding various types of genetic technologies, introducing readers to the competing issues at stake in the arguments about the scientific application of the new technologies available and those on the horizon. It will also serve as a supplement in courses on motivational psychology, emotion and motivation, altruism and/or pro-social behavior, aggression, social judgment, and morality. While an ethics of looking is implicitly posited in most strands of cinema theory, there is no established body of work that might be called ethical film criticism. This book, therefore, redresses the reluctance of many existing works to address cinema from an explicitly ethical perspective. Readings range across popular Hollywood films such as Thelma and Louise, Alfred Hitchcock’s canonical corpus, and films from European and World cinemas, including Dreyer’s The Passion of Joan of Arc and the little-known African film Bamako.  The book engages with debates concerning censorship and pornography; the ethical implications of ‘positive representation’; the ethics of making and viewing images of atrocity and suffering; and the relationship between ethics and aesthetics. Lisa Downing and Libby Saxton re-invigorate debates in film studies by foregrounding the ethical dimensions of the moving image, and create dialogues between ostensibly incompatible philosophical and political trends of thought, without seeking to reconcile their differences.
